stereotype threat -> the motif, in academic literature, of socially-linked populations seeing that another surrounding or neighboring population is profiling them for particular types of threatening behavior or tacky self-expression, any number of purposes here, and to try to get rid of the stereotype attempt to self-censor or whack any badly-behaving member of the socially-linked population into line.
my impression: this certainly is a phenomenon, but people absolutely frame it incorrectly. it's a pretty standard narrative now to try to say that stereotypes are made up and ignoring people's stereotypes will not result in any bad consequences. but the reality is that populations genuinely expect somebody to be enforcing government and conducting diplomacy, even on groups of people that are so small that it would be nonsensical to expect they would actually have national governments; when a group of people is identifiable as a demographic but it's ungoverned people naturally start forming superstitions about "stocking my house with a black-people gun" or "keeping out the gays to protect my kids" just to have control over dangers they can't actually control. magic ritual naturally happens in a lot of very non-religious, non-spiritual contexts where it isn't harmless. people truly value the ability to not have to rely on any outside entities and use their own individual will and own judgement to control absolutely everything that happens to them even when they can't, so, knowing full well that cops don't solve problems, they start practicing racist superstitions just to be absolutely super duper sure they're safe. this is why Marxists are so adamant that you can't have religion or superstition putting together Communities: racism is magic. racism isn't that different from any other ritual people do, so until you shake every superstition out of their minds it's quite difficult to get them to stop being prejudiced. you have to fill that same hole with a process that prevents literally every crime ever that a minority could do to them or their kids ever ever ever, and then once you've done that nearly impossible thing they finally stop and leave you alone.
realistically the only way any of this stops is if ridiculously small groups of people did have governments. which would have to be defined positively rather than negatively as groups of people assembling into population-societies that already pledge not to do something and be part of control mechanisms that already make it unlikely they will do that thing; otherwise it's impossible to actually punish people and force them to change if they can simply leave or shift over to another one of these islands, so the only real way is to discipline them to start with before they actually do anything. like, you can only stop this stuff with a microscopic Bolshevism, otherwise individuals are just going to do whatever they want and terrify other individuals and commit crimes and create blood feuds and fuel rampant racism and prejudices that lead to cruel policies that re-start the entire cycle faster, and "culture" and "community" and prejudice equally aren't going to be able to do anything to stop any of it.
