Bernstein and Pablo and the Mensheviks [[E:Menshevism as Idealist economics\|actually understood that much]]! but if society actually isn't going to change any more, then there's no incentive to vote or believe in Liberal-republican parties and every incentive to discard government and attempt to create anarchism. of course, if you do that, people will flow around every which way and it will be impossible for society to attempt to regulate violence, and paradoxically, a battle between medium-sized businesses and billionaires will almost certainly happen. the moment society is unable to change any more is actually the moment it's most likely to change drastically. so trying to say it's hard to change society any more is the last thing you should be saying if you want to preserve Liberal-republicanism.
