That is absolutely an intentional detail. The Roaring is tightly tied to the theme of division in general and Kris being separated from Noelle; as the end of the game comes closer either Noelle, Kris, and Dess are reunited or all the Lightner relationships will be torn apart as the world is torn apart.

In light of that theme of evolving relationships I would assume that Susie's story is literally half complete and there is going to be a lot more development in Chapter 6 because in general the development of relationships is going right up to the end of the game.
Chapter 6 won't be in the Weird Route because the symbolism is that the Angel has been trying to disrupt the relationship between Noelle and Susie, mostly unsuccessfully, but maybe the Chapter 5 skip is the only way to actually prevent the most important developments in it.
