The connotation of this term is that any particular "attack on democracy" does not necessarily come to pass because of malice or conspiracy as much as the fact that republicking takes energy and is never guaranteed to continue. Said another way, should some Lacanian psychoanalyst try to posit that Toryism and Bolshevism both represent malicious conspiracies against Liberal-republicanism which each attack the peaceful instance of center-Liberalism out of paranoia, this could conceal a bias against realizing that bashing Bolshevism in such a way could be a case of mainstream Liberal-republicanism projecting its own prejudices onto other ideologies whether they also have it or not. Mainstream Liberal-republicanism must suppress other ideologies whether good or bad whenever it becomes paranoid that they might weaken it enough to cause the difficult everyday task of republicking to fail. All of this is because republicking naturally has the ability to fail. Living organisms can die, and republics can stop republicking. Living organisms can die of natural causes, and republics can stop republicking of natural causes as well.
