This claim was recorded from a YouTube video, but is by no means limited to videos, being one of the core beliefs of Liberal-republicanism. The basic assumption of Liberal-republicanism is that given some particular policy people have voted for, the overarching Liberal-republican state will actually be able to enforce the policy and prevent anyone against the policy from blocking its enforcement. In many cases, this assumption is not actually true.
One of the most infamous examples of this proposition not being true is the United States Reconstruction era. It was assumed that if the United States denied sovereignty to the Confederacy, the North would be powerful enough to contain all the people who turned against Reconstruction
